Local governing is one of the most important public and state institutions in the country and represents an independent, under its own responsibility, decision of the population, made directly and (or) through local government bodies on local issues in the public interest, taking into account historical and other local traditions. With Russia’s transition to a market-based economy in the 1990s, the institution of local government became to revive, to shape and to develop. Since January 1, 2009 (in the Vologda Oblast and a number of other territorial entities of the Russian Federation - since January 1, 2006), Federal Law No. 131-FZ “Concerning the general principles of the organization of local government in the Russian Federation” has come into force throughout Russia. Though the adoption of this law laid the foundation of the reform, its main goals and objectives, for various reasons, have not yet been fully achieved. In this regard, it is important to study the future trends and challenges of the functioning of local government, this being the very purpose of this article. In 2007 in order to study these processes the Institute of Socio-Economic Development of Territories of the RAS launched a monitoring survey unique for Russia. It is a questionnaire survey of the heads of municipal entities (municipal districts, urban okrugs, urban and rural settlements) of the Vologda Oblast. In 2016, employees of the Institute of Socio-Economic Development of Territories of the RAS also conducted a questionnaire survey among the heads of rural municipal entities of the Northwestern Federal District, and the article shows the main results of these studies. The paper also defines common issues that hamper effective management of municipal development: insufficient financial resources (deficit of own revenue sources, insufficient financial support from the State); imperfection of the legislation as a whole, concerning the functioning and developing of the municipal authorities; lack of complete and reliable information about the municipality; lack of balance of interests of the population, business and government (state and municipal) in the process of development of the territory; limited powers in the area of economic development of the municipality; time-consuming bureaucracy of public authorities. The results of the study can be used for substantiating and developing measures to improve the efficiency of the functioning of the institute of local government
