Small business plays an important role in the economy of territories. Its development makes it possible to ensure the flow of financial resources to the budgets of the federal, regional, and municipal level, forms an appropriate economy effectively adapting to the changing environmental conditions, as well as provide the population of local entities at the municipal level with employment. This fact confirms the importance of small business for both economic and social development. In order to ensure the development of small business state and municipal authorities exercise managerial influence at all levels. Currently, there are only five separate strategies regulating the support of the economic sector under review (Altai Krai, republics of Bashkortostan, Sakha and Chuvash, as well as the Yaroslavl Oblast). In other regions, this regulatory document is absent or is replaced by the general strategy of socio-economic development of a territory. This leads to duplication of activities and support measures, as well as to inefficient use of available public resources. Therefore, the development and adoption of an appropriate strategy for small business development at the regional level is an important condition for ensuring both economic and social development of individual territories. The article is devoted to the study of existing approaches to strategic planning of small business. As a result, the author forms an algorithm for the development and implementation of small business development strategy in the region, taking into account the influence of external and internal factors of the economic sector under study, as well as involves all its participants (government, business entities, public sector) in this process. The presented materials can be used by public authorities to implement activities related to strategic planning of development of separate economic sectors
